Japan is poised to build its own version of the information highway. Only a few minor problems remain, such as: Who will build it? Who will pay for it? What will it comprise? Who will regulate it? The debate might rage on for years if it weren't for a widening fear that the nation is falling behind both the U.S. and Europe.
